Newport News City Manager Cindy Rohlf has named Frank S. James Director of Public Works for the City of Newport News. As Public Works Director, James oversees a budget of $96 million and staff of over 350 employees providing services to the citizens of Newport News in the areas of administration, solid waste management, stormwater, street maintenance and wastewater.
City Manager Rohlf said, “Frank’s extensive experience in our Public Works Department and institutional knowledge have been an asset to the city for many years, and I am excited that he will continue to serve the citizens of Newport News in this new role.”
James brings over 35 years of progressively responsible public works experience to the position of director. He has worked for the City of Newport News Department of Public Works since 1984 and began his career as an inflo/infiltration technician. James has served as Acting Director of Public Works since January 2019, and has also served as Stormwater Operations Superintendent, Assistant Administrator of Stormwater, Administrator of Stormwater and Acting Assistant Director of Public Works.
James possesses a Bachelor of Science in Business Administration from Old Dominion University and is a member of the American Public Works Association and the Virginia Lakes & Watershed Association.
