Young people thrive when they are engaged in healthy relationships with caring adults, encouraged to enhance their strengths, and empowered to consciously make positive choices and contributions to their families and communities.
Community-based, inter-agency collaborative strategies have been shown to be most effective in decreasing behavioral difficulties and juvenile justice involvement in young people. TOP, coordinated through the Department of Human Services, is a centralized intake, assessment, referral, and monitoring strategy providing critical wraparound and case management services to disconnected youth and families in Newport News. TOP utilizes a positive youth development approach in connecting youth and families to needed resources.
Youth who participate in the TOP are:
Connected to community-based programs and services where they can participate in positive activities, interact with healthy peer groups, and strengthen Developmental Assets™.
Able to develop healthy relationships with caring adults
Encouraged to consciously make positive choices regarding their behaviors
Able to improve their self-esteem, school performance, and relationships
Empowered to make positive contributions to their family and community
TOP maintains a network of over 30 partner organizations offering programs and activities, such as:
Character and leadership development
Counseling and therapeutic services
Health and life skills
Sports, fitness, and recreation
