| Wastewater Administration consists of several staff and technical positions. The primary responsibility of the Administrative staff is to support the Sanitary Sewer and Operational and Management Teams. Staff members are multi-disciplined and are therefore able to "fill in" for various positions during periods of prolonged employee absences. |
| Administrative positions are as follows: |
| Wastewater Administrator |
| The Wastewater Administrator maintains administrative authority over the division by working with and directing the Assistant Administrator as the head of daily operations. In addition he is directly responsible for the oversight and evaluation of capital and larger in-house work projects involving the Sanitary Sewer system. Policy directives from the Public Works Director, Assistant City Managers, and the City Manager are implemented by the Wastewater Administrator. Internal and external policy directives are used by the Wastewater Administrator for budget monitoring and development. |
| Assistant Wastewater Administrator |
| The Assistant Wastewater Administrator is directly responsible for the daily operation of the entire Wastewater Division. Reporting directly to the Administrator, this position is also responsible for development and implementation of safety, training, and other relevant plans and programs. The Assistant Administrator fills in for the Administrator during absences for sick leave and vacation. |
| Administrative Assistant II |
| The Administrative Assistant II is responsible for assuring financial, personnel, safety and other Wastewater Division records and documents are up to date. The administrative Assistant also ensures that operational material, supplies, and utility billings are properly requisitioned, paid and accounted. In addition, this position holds the primary responsibility of payroll entry, database management, enterprise resource planning software (MUNIS), service request/work order entry, and accident/incident reports. This position also serves as a call center backup team member and provides administrative computer integration/software support. This position serves as primary administrative support to the Administrator, Assistant Administrator, and Operations Superintendents. |
| Call Center |
| The Public Works Department’s Call Center Personnel directly support the Wastewater Division. The Call Center’s Personnel are the division’s primary liaison with the public. Personnel typically receive telephone calls relating to sanitary sewer stoppages, sanitary sewer mainline back-ups, and general information requests. Calls and complaints are conveyed to field supervisors by telephone or radio. The call center operates from 6:30 am until 6:00 pm with live Personnel on weekdays and accepts calls through automation from 6:00 pm until 11:30 pm. Additionally, Weekend calls are handled by live Personnel from 6:30 am until 3:30 pm and automated call answering continues from 3:30 pm until 11:30 pm. All calls after 11:30 pm are handled by Newport News Police non-emergency Personnel. However, wastewater personnel are available to respond 24 hours a day 7 days a week including holidays. | Miss Utility Operations - Engineering Technician and Utilities Locator |
| The Engineering Technician & Utilities Locator is responsible for reviewing and maintaining the plans and blueprints of all sanitary and storm sewer infrastructure components. The Virginia Miss Utility Law www.missutilityofvirginia.com/MissUtilityLaw/tabid/359/Default.aspx requires that all city sewer lines are marked and identified within forty eight hours of notification. Using highly technical locating equipment, the Engineering Technician & Utilities Locator is able to prevent damage to our infrastructure by contractors and other utility owners/operators. The Engineering Technician & Utilities Locator is responsible for the receipt, dispatch, and tracking of all Miss Utility tickets transmitted to the division. They work closely with Miss Utility of Virginia in using the "One Call Automatic Retrieval System" (Polaris Utility Locate Ticket Management Software), which is a web-based data entry and retrieval system. These positions report directly to the Operations Supervisor. |
