Residential Waste Drop-Off and Composting Facility

Residential Waste Drop-Off and Composting Facility, Compost and Mulch Price List

In August 1996, the City landfill, located at 550 Atkinson Way, was closed and waste disposal was privatized; however, the City continues to operate a residential waste drop-off and composting facility at the closed landfill.
Hours of Operation:    Monday through Saturday, 8:00 A.M. to 4:00 P.M.
The facility is closed on Sundays, observed City holidays, during natural disasters, and other days as may be determined by City Council.

• Veterans Day
• Thanksgiving Day
• Christmas Day
What We CAN Accept
A Newport News resident (who must show proof of primary residency in the City and current payment of its Solid Waste User fee) can dispose of unlimited amounts of brush (measuring no more than 6 feet in length and no more than 6 inches in diameter) at the facility. However, the resident can only dispose a maximum combined total of 6 cubic yards of household refuse and bulk waste per week; and a maximum of 4 passenger type tires (without rims) per week for a total of 12 tires per year. No disposal of hazardous materials and/or liquids (such as paint, gas, batteries, oil, propane or pressurized tanks, etc.), car or trailer parts and/or items not authorized by Virginia Department of Environmental Quality and the City. Suspect contractor generated and unauthorized waste may be denied disposal by the Landfill’s Solid Waste Staff. Any debris is subject to further inspection by a field representative with an appointment made by the resident.
Residents may dispose of non-contaminated soil, dirt, concrete and brick (no larger than a cinder block) at the drop-off facility. However, no more than a 10 ft. x 10 ft. x 1 ft. area (100 sq. ft.) of these materials may be disposed of within one calendar year.
The Solid Waste/Recycling Division of Public Works would like to report that an 8 cubic yard container (dedicated to the collection of recyclables) is now available at the Residential Waste Drop-Off / Composting Facility. This container will accept the same materials as collected for our residential curbside-recycling program.

Citizens are encouraged to bring their excess recyclables.

What We CANNOT Accept
Materials not acceptable for disposal include liquid waste, contaminated soil, special and hazardous wastes. Please call Dan Baxter at 757-269-2873 for information on how to properly dispose of these items. No contractor waste is accepted, except yard waste.

Commercial Disposal Information
Commercial waste may be delivered directly to the City's disposal contractor at the Bethel Landfill. This facility is located on North Park Lane off of Big Bethel Road in Hampton. Haulers of Newport News waste should advise the landfill operator that the waste originated in Newport News.

Compost and Mulch Price List
Compost: Made from leaves and pine needles collected through the City's annual leaf collection program. Compost is useful as a soil amendment and can be added by top dressing the lawn or garden with 1" - 2" of product or by tilling into the soil (up to 4"). When tilled in, compost improves drainage in clay soils and increases moisture retention in sandy soil.
Earth-n-Rich Blend: A blend of mulch fines, compost and soil, Earth-N-Rich blend has proven to be useful in top dressing of yards to help establish new seed. May be used as a supplement or replacement for top soil. This blend contains un-composted wood fiber (mulch fines). It may be desirable to add some nitrogen fertilizer to areas where it is used. This will improve greening and help to offset the natural nitrogen draw down that occurs as wood fibers decompose.
Reground Mulch: Made from brush, limbs and logs collected through the City's bulk waste program. Although most frequently used to enhance the appearance of flower beds, mulching also decreases moisture loss from evaporation and helps to inhibit weed growth. Used throughout the City on highway medians and roadside plantings to surround trees and shrubs.
