| H. Reed Fowler, Jr. was born and raised in the steel producing city of McKeesport, Pennsylvania. He arrived on the Virginia Peninsula in 1984 and was hired by the City of Newport News, Public Works Department, Wastewater Division as a General Superintendent. He further served in the capacities of Operations Superintendent, Assistant Administrator and Administrator of the Wastewater Division. In October 1998, Mr. Fowler was appointed to the position of Acting Director of Public Works and appointed to Director of Public Works in May 1999. |
| Mr. Fowler is a graduate of Christopher Newport University where he received a degree in Business Administration and a minor in Economics. He is also a graduate of Old Dominion University where he received a Master's Degree in Public Administration (MPA). |
| Mr. Fowler is a member of the National Honor Society, Phi Kappa Phi. He was elected to the APWA Board of Directors serving the Virginia-D.C.-Maryland Chapter in January of 2002. Mr. Fowler also serves on the national APWA Accreditation Council |
| As Director of Public Works, Mr. Fowler's goal is to make training, educational opportunities and modern technology available to all employees. This will enable the employees to provide the best customer service available to the citizens of the City of Newport News. |
