CITY COUNCIL APPOINTS NEW CITY MANAGER
Newport News City Council has announced the appointment of Acting City Manager Neil A. Morgan as the next City Manager effective immediately.

Newport News City Council has announced the appointment of Acting City Manager Neil A. Morgan as the next City Manager effective immediately. Mr. Morgan has been serving as Acting City Manager since the departure of former City Manager Randy Hildebrandt last August. City Council took official steps at tonight’s regular City Council meeting to formalize the appointment by approving the contract, which includes an annual salary of $185,000.
“I am delighted that the City Council unanimously decided to name Neil Morgan as City Manager,” said Newport News Mayor Joe S. Frank. “His many years of dedicated and devoted service to the City of Newport News and its citizens have been a major contribution to our progress. The respect he has among members of Council, as well as citizens, will serve him well as he addresses the challenges and opportunities that the future holds.”
Mr. Morgan, 52, has been with the City of Newport News for 23 years and has held several positions while with the city including Assistant Director of the Department of Planning and Development, Assistant City Manager, Deputy City Manager and Acting City Manager. He possesses a Bachelor of Science degree from the University of Virginia and a Masters degree in Public Administration from West Virginia University. He has also done post-graduate work at Virginia Tech. Prior to coming to Newport News, Mr. Morgan worked for the City of Roanoke.
