CITY MANAGER APPOINTS JUVENILE SERVICES DIRECTOR
Acting Director Dawn D. Barber To Assume Permanent Position
City Manager Neil A. Morgan has announced his appointment of Ms. Dawn D. Barber as Director of Juvenile Services.
2011 Jan 12City Manager Neil A. Morgan has announced his appointment of Ms. Dawn D. Barber as Director of Juvenile Services. Ms. Barber’s appointment will begin January 15, with an annual salary of $101,400. She has been serving as Acting Director of Juvenile Services since October 2009, when the director, Mr. Larry Robinson, was activated for military duty by the U.S. Army. Mr. Robinson resigned his position as director last month.
City Manager Morgan said, “I am looking forward to continuing to work with Dawn in her capacity of Director of Juvenile Services. Her accomplishments while serving as Acting Director in the areas of service delivery, communication, accountability and oversight, along with her experience, energy, and enthusiasm speak for themselves, and I am confident in her ability to lead this department.”
As Director of Juvenile Services, Ms. Barber will be responsible for providing comprehensive services to pre- and post-dispositional juveniles in both residential and non-residential settings. Programs include secure detention, outreach, electronic monitoring, day reporting, intensive evening supervision, and community work alternative program. Educational, medical and mental health services, and recreation and enrichment activities are also included. Ms. Barber will oversee more than 125 employees and an operating budget of approximately $8 million.
Prior to serving as acting director, Ms. Barber worked for the Newport News Police Department for 22 years, most recently as Captain of the North Precinct. A graduate of Denbigh High School in Newport News, Ms. Barber holds a bachelor’s degree in Governmental Administration from Christopher Newport College. She is also a graduate of the Police Executive Research Forum’s Senior Management Institute for Police and the FBI National Academy.
