Citizen Complaint

How to File a Complaint against an Employee That You Believe Has Acted Improperly

It is important that the citizens of Newport News have complete confidence in their police department. As such, we have taken measures to ensure adequate, complete and expeditious processing of allegations made against department members. The following steps will help guide you through the process of filing a complaint against a Newport News Police Department employee.

How to Lodge a Complaint:

1. Call the Communications Division (i.e., {757} 247-2500) and request to speak to an on-duty patrol supervisor. The dispatcher will take your information and have a supervisor call you back. Please be prepared to give the dispatcher the involved employee’s name, the location, and the time of the event. If you do not know the employee’s name, please provide the dispatcher with as much information concerning the event and the employee as you can recall.

2. If your concern can be resolved by speaking with a supervisor, then no further action on your part is necessary. However, if you feel that a more formal complaint is warranted, the supervisor will take your complaint and complete a citizen’s complaint form for further investigation.

3. Should you prefer, you may also contact the Professional Standards Division directly to file your complaint (i.e., {757} 928-4325), between the hours of 8:00 am-5:00 pm, Monday through Friday.

4.  You may also complete the Newport News Police Department "Public Service Report Form" at any time.  Once submitted, the form will be forwarded to the Professional Standards Division for follow up.  Click HERE to fill out the form, and file your complaint or concern electronically.

When speaking with an investigator, you will be asked specific questions during your audio-recorded interview, resulting in the preparation of a detailed interview report being prepared in support of your claim(s).  A fair, impartial, and exhaustive examination of all allegations and complaints will then be undertaken. At the conclusion of the investigation, you will be notified of the findings of your complaint, in writing, by the Chief of Police.

Note: It is important to realize that all allegations do not necessarily constitute misconduct by an employee. Likewise, any false, misleading or untrue statements, allegations or accusations made in relation to police employees may lead to civil or criminal sanctions.
