North End - Huntington Heights Architectural Review Board

The meeting was called to order at 6:00 

Members present:

Carolyn Hughes, Mary Kayaselcuk, Phil Shook, Deirdre Wells, Fred Whittaker

Members Absent:  Stephen Hudak notified the Chairman and staff that he would be attending another city function at the time of the meeting.

Review of the Minutes of the September 6, 2007.

The following modifications were made.  Third page, fourth paragraph as headed by COA-07-197 316 62nd Street, sixth line:

A review of a picture of the house showed a single-pane fixed window.

 

Mr. Whittaker made a motion to accept the minutes as modified

Ms. Kayaselcuk provided the second.

Motion passed unanimous.

Cases

No applications for Certificates of Appropriateness were submitted for the October meeting. 

Michael Hiner of 328 52nd Street appeared before the Board for a preliminary site plan review.  He explained that his house was a four-square that had an addition built on circa 1970’s.  The structure still has the original tin roof and single-pane windows.

Mr. Hines wishes to add a 400 square foot addition to the rear of the dwelling.  His stated desire is to preserve the original character of the house, and to reuse vintage materials as available.

Chairman Shook advised that the Board did not address interior modifications and any such work was up to Mr. Hiner’s discretion. 

Mrs. Hughes informed Mr. Hiner of the tax credits available through the Virginia Department of Historic Resources.

Mr. Hiner asked the Board of their expectations regarding the submission of an application.  Mr. Whittaker stated that the project as discussed would be a major undertaking and that the plans would most likely need to be drawn and sealed by a P.E., and built by a licensed builder.  

Chairman Shook responded that the key elements of a review are the percentage of lot coverage, the change in elevations, and a review of materials used.

Old Business

Chairman Shook noted that the Guidelines Update will be held on 10/16/07 at 6:00 in City Council Chambers.

New Business

Mr. Byars’ appeal of the ARB denial of a COA to City Council will be heard October 9th, 2007 at 4:00

The Board will have two vacancies opening in the near future, in addition to the one already open.  Members are asked to encourage neighbors to apply for service on the Board.
