North End-Huntington Heights Architectural Review Board
November 3, 2005 Minutes
Present: Bea Dahlen, Carolyn Hughes, Phil Shook, Fred Whittaker.
Minutes were reviewed and seconded. Staff was asked to include addresses and applicants’ names in future minutes when discussing a particular case.
COA-05-149 317 53rd Street. Lloyd Decker
This application is to replace a deteriorating porch roof and floor. The new construction will match the previous structure.
The applicant discussed the problems with the existing structures. The new structure will replicate as closely as possible the existing structure. Mr. Shook reviewed the guidelines are noted the requirement for tongue and groove flooring. The applicant noted his intention for all columns to match and the odd column at the end of the porch will be removed. The shingles will match the existing roof.

COA-05-150 315 58th Street. Patricia Ward
This application is to replace thirteen windows that will match eight 1 over 1 that were installed prior to the establishment of this Architectural Review Board.
Upon reviewing guidelines, Mr. Shook noted that the wrapping of windows was not permitted. Board members noted that the use of cellular pvc window casing was an acceptable practice and stated that the applicant could use this material, or wood, at their discretion provided that the material was of identical dimensions of the existing material.

COA-05-151 341 57th Street. Misty Mercer and Sara Snowden
This is an application to install 25 vinyl double-hung replacement windows with dividers that match the original windows.
The Board found no objections to this application but modified it to allow the applicants to use cellular pvc, or wood, replacement casing material that matches the dimensions of the existing material.

COA-05-145 233 52nd Street Whitesands, LLC
This is an application to replace the roof, siding and windows.
The applicant apologized for missing the previous meetings, and explained that when his partnership purchased the house they were not aware of the ARB.
Mr. Shook addressed the applicant’s request in three sections – roof, windows and siding.
Roof: Because the new roof that had been installed was not of identical color, Board approval was required. However, the Board noted that they had no objection to the color but noted that the workmanship on the project was poor. The applicant agreed.

Windows: The application was amended to state upper sashes shall be 3 over 1 with vertical divisions as
original to the home. The applicant agreed.

Siding: The applicant stated that he no longer wished to install vinyl siding but would instead scrape and paint the existing wood siding. Staff noted that replacement of siding in an area less than 100 square feet was permitted as routine maintenance, but recommended requesting approval to replace an area in excess of 100 square feet should the need arise. The applicant and Board concurred noting that the new siding would be identical to the original siding.

New Business
Janice Parker of 323 62nd Street submitted for preliminary review her plan to replace the windows in her house. The Board stated that they liked her proposal but cautioned her that this was not an official approval. A formal application to the Board is required.
Old Business
A discussion resumed concerning the updating of the ARB Guidelines at the December meeting. Staff will place the required advertisement in the Daily Press.
