2011 Redistricting Information

A redistricting committee was formed under recommendation from the Virginia Division of Legislative Services. This committee includes:
Stuart Katz, City Attorney
Sheila McAllister, Director of Planning
Darlene Bradberry, Deputy City Attorney
Vicki Lewis, General Registrar
Mary Doxie, Board of Elections
Jerri Wilson, Management and Legislative Program Analyst
Cleder Jones, Assistant to the City Manager for Communications and Community Relations
Michael King, Manager of Comprehensive Planning
Mark Hargrave, Manager-Technical Support
Ben Scott, GIS Manager
Sandy Hitchens, Planning Technician

The three redistricting proposals were created under the following requirements and concerns:
1. Districts must be contiguous (one geographic area) and compact.   Governing bodies are required to use actual census counts when determining district populations. The districts must be drawn in proportion to the population and be equal within +/-5%, or an overall deviation of less than 10%
2. Compliance with Section 2 of the Voting Rights Act. This Act prohibits any state from imposing a voting qualification or procedure that results in denial or abridgement of the right to vote on account of race, color or status as a member of a language minority group. Also prohibited are voting processes that give minority voters less opportunity than other members of the electorate to elect representatives of their choice.
3. Compliance with Section 5 of the Voting Rights Act which requires preclearance by the Justice Department to prove that there is no retrogression of the majority-minority district.
4. Involve minorities in the decision-making process and consider minority concerns.
5. Precinct size should range from 500-5,000 registered voters.
6. Precincts should have clearly observable boundaries.
