North End - Huntington Heights Architectural Review Board.
The meeting was called to order at 6:07 pm.
Board members in attendance:
Steve Hudak, Fred Whittaker, Phil Shook, Deirdre Wells. Carolyn Hughes arrived at 6:20
Absent: Mary Kayaselcuk. (The Board has one vacancy).
Staff in attendance: Pat Diggs, David Watson
The minutes of March 1, 2007 meeting were approved with minor modifications.

Application COA-07-186 228 52nd Street. Lucinda and Kelcey McDonald.
This application was submitted to allow multiple improvements that require ARB review. Each element was compared to the relevant section of the regulations, discussed, and voted on individually. Approval was granted for the following.
1) Replacement of slate roof with architectural grade slate colored shingle.
2) Removal of block/concrete walls on either side of front steps.
3) Installation of iron railings with pickets at least one inch squared.
4) Installation of safety hinges on side door.
5) Replacement of rear door with a multi-panel door system. The door may have a transom window, half window, or no window. A fan style window is not allowed.
Mr. McDonald made mention in the submitted application of repair work to the front porch pillar and painting the house. These items are considered routine maintenance and are not regulated by the ARB.

Application COA-07-187 315 65th Street. Caroline Stewart.
This application was submitted to replace two storm damaged windows that were formally 6 over 6 style, and one intact 6 over 6 style window with new 6 over 6 style vinyl thermal windows. The application showed photographs of the subject windows as well as a sample of the proposed replacement.

Application COA-07-188 347 56th Street. Darrin Anderson.
This application was for the demolition of a dilapidated detached structure and the construction of a new 20x20 foot garage in its place. As submitted the structure did not provide for a window as required by the ARB guidelines. The applicant stated that this was for security considerations. The Board stated that the window was needed in order to break up the substantial blank façade facing the primary structure. The Board did state that the window did not have to be a functional unit. It could be boarded up from within, or interior security bars could be installed. After discussion of the design criteria the application was approved as follows:
1) Allow the demolition of a detached structure (garage).
2) Allow the construction of a new 20’x20’ structure as specified below:
a. 1½ story frame structure with vinyl siding
b. Roof line to be within a range of 6/12 to 7/12. Shingles will be light colored. The Board provides a nonbinding suggestion of “weathered wood.”
c. One window on the side wall facing the primary structure.
d. Garage roll door and side entrance door will be of a simulated raised panel style.

Application COA-07-189 324 61th Street. Forrest and Sherry Rollins.
This application was submitted after work had begun to install Dutch Lap style vinyl siding over existing cedar shingle wood siding. Chairman Shook noted the Guidelines state that Dutch lap siding was not appropriate for this house, in this area of the neighborhood. He did state, and the Board concurred, that vinyl siding in the style of cedar shingles would be acceptable for this structure. Staff stated that the Board could vote to approve cedar shingle style vinyl siding with the expectation that the Dutch lap vinyl siding would be removed. The applicant could either elect to install vinyl cedar shingle style siding or no siding. However, the partially installed siding will have to be removed.
The applicant and the Board agreed to go forward with the cedar shingle style siding.

New Business
Sean Marsh of 348 58th Street addressed the Board to ask for guidance in replacing windows in his house. The Board stated that the windows in his house had wide band top and bottom and thin middle brace. The new windows would need to be of this style.
