North End-Huntington Heights Architectural Review Board
December 7, 2005 Minutes
Present: Anita Gardner Bea Dahlen, Stephen Hudak, Carolyn Hughes, Phil Shook, Fred Whittaker.
Minutes were reviewed and seconded as submitted.
COA-05-152 323 64th Street.
Mr. Harris was notified that his application was incomplete and that a finding for a COA could not be determined at this meeting. The applicant and the Board agreed to discuss the request as a non-binding preliminary review. The applicant was informed of the requirements needed for submission, specifically that windows must have permanent muntins; window casings may not be wrapped but they can be replaced with cellular pvc; and the need for a scale drawing of the proposed enclosure. The scale drawing is to be a complete schematic for the proposal that will show corners, amount of siding on all three sides as well as a floor plan.

Mr. Basemore presented his application and a sample of the proposed new shingle for his porch. Mr. Whittaker mentioned that there are synthetic slate options available but Mr. Basemore stated his preference for the asphalt shingle. Mr. Shook noted the metal bands on the porch roof and the applicant stated that these bands would be replaced with copper.
Ms. Dahlen made a motion to accept the application, modified to include the installation of copper bands.
Mr. Hudak seconded.
The motion passed unanimously.
NEW BUSINESS
A discussion ensued concerning possible changes to be made to the guidelines at the January 2006 meeting. Mr. Watson noted that one required change would be that appeals would now go before City Council, and not the Board of Zoning Appeals. The Board determined that the three major points of discussion that should be mentioned in the required newspaper announcement were 1) Paint color 2) Off-street parking 3) Painted masonry.
