December 7, 2006
North End - Huntington Heights Architectural Review Board.
The meeting was called to order at 6:05 pm.
Board members in attendance:
Phil Shook, Fred Whittaker, Steve Hudak, Carolyn Hughes, Mary Kayaselcuk, Deirdre Wells
Absent: The Board has one vacancy.
Staff in attendance: David Watson
The minutes of the November 2 and the October 19 Guideline update meetings were approved with minor modifications.

COA-06-179 David Galinski 5500 Huntington Avenue
The Board approved this request to a rear yard fence six feet in height, with a two-foot high portion to be placed on top of an existing four-foot high brick wall. The original application submission was modified by Mr. Galinski to show the fence terminating at the mid-point of the southern side exposure.
As the former owner of this property, Mr. Shook recused himself from the Board discussion, but allowed himself to provide input as a citizen of North End – Huntington Heights. Mr. Whittaker assumed the chairmanship for this case and read the pertinent section of the guidelines.
Mr. Galinski stated that the fence needed to be placed forward of the rear corner of the house in order to accommodate the reconstruction of an accessory structure. Mr. Shook noted that the guidelines provide for leeway to address extenuating circumstances on the ground.
Mr. Galinski’s modified application called for the placement of two front yard gates. Mr. Whittaker stated that he would like to see an elevation of the proposed gates prior to approval. A new application will be submitted for the January meeting to address this issue.

Old Business
Discussion of the inventory of homes.
New Business
A duplex on 51st Street was damaged by fire. Work has begun on restoration. It is the Board’s contention that due to the extensive exterior damage, a Certificate of Appropriateness needs to be obtained. Mr. Shook noted that the work appeared to be replicating the previous condition of the house. He also noted that the new windows could have wrapped trim.
