Minutes

April 6, 2006

North End - Huntington Heights Architectural Review Board.

 

Present:  Steve Hudak, Carolyn Hughes, Bea Dahlen, Katie Stodgill, Phil Shook, and Fred Whittaker.

Staff present:  Pat Diggs, David Watson, and Sheila McAllister

A work session was held from 6:00 – 6:15

The regular meeting was called to order at 6:15 pm.

The minutes were approved with two minor changes.

COA-06-158  5115 Huntington Avenue  American Contractors, LLC.

The applicant provided new elevations and narratives for this proposal.  The most significant change removed from consideration the construction of a new garage and the connection of the existing garage to the primary structure.  The Board discussed the six parts of the application separately and approved them as follows:

1)      Install a 3’6” x 8’ thermo insulated doors with six lights and in character with the house.

2)      Brick in crawl space panels

3)      Remove side entrance door, including steps, stoop and roof.

4)      Replace dormer windows with three over one-pane windows.

5)      Remove second story porches.  Reconstruct one porch.  Access door will be a raised panel type door.

6)      Garage renovations as shown on April 4, 2006 rendering.

The hearing was opened to the public for comment.  No comment was made.

Mr. Shook read the pertinent sections of the guidelines.

Ms. Dahlen made the motion to approve the plans as revised.  Mr. Whittaker provided the second.  Steve Hudak, Carolyn Hughes, Bea Dahlen, Phil Shook, and Fred Whittaker voted in favor of the motion.  Katie Stodgill voted in opposition.

 
COA-06-159  342 59th Street.  James and Danielle Lehman.

The request was for retroactive approval for the installation of new windows.

Mr. Don Dulkinys represented the applicant and was also the contractor who installed the windows.  Mr. Dulkinys stated that all the windows in the house were replace, and that all but one set had wrapping on the trim.  Mr. Whittaker stated that for the sake of consistency the wrapping should be allowed to stay on these windows.  Mr. Shook read the pertinent section of the guidelines and agreed with Mr. Whittaker stating that allowing the windows to remain wrapped was in keeping with the spirit of the guidelines.

The hearing was opened to the public and one neighbor, Donna Singson, spoke in favor of approval.

Ms. Dahlen made a motion to approve.  Mr. Hudak provided the second.

Steve Hudak, Carolyn Hughes, Bea Dahlen, Katie Stodgill, Phil Shook, and Fred Whittaker voted for approval.

COA-06-160  347 59th Street.  David Galinski.

This is an application to allow the installation of vinyl siding over existing wood siding.  Mr. Galinski made a request to add the installation of shutters to the application.  This request was granted.

The Board discussed the application and determined that the clapboard siding 5” in width was the most appropriate option.  The shutters are to be sized to ½ the width of the center upstairs window.  The applicant found these conditions acceptable.

Ms. Dahlen made a motion to approve the application as amended. Mr. Hudak provided a second.

Steve Hudak, Carolyn Hughes, Bea Dahlen, Phil Shook, and Fred Whittaker voted in favor of the application.  Katie Stodgill voted in opposition.

COA-06-161  335 60th Street.  John and Carolyn Hughes.

Ms. Hughes excused herself from the Board proceedings.

This application was a request for the following items:

1)      Modification of first floor bay window.

2)      Install a full view storm door.

3)      Install awning on front and side of inset porch.

4)      Remodel side entrance.

5)      Install a French Gothic fence.

6)      Install new garage door.

7)      Install a rear window in the attic.

8)      Replacement of side garage door.

The Board discussed each item in detail and compared each to the guidelines.  Each item was found to be in compliance.

Ms. Dahlen made a motion to approve the application as submitted.  Mr. Hudak provided a second. 

Steve Hudak, Bea Dahlen, Katie Stodgill, Phil Shook, and Fred Whittaker voted in favor of the application.

Old Business

None.

New Business

A prospective homebuyer addressed the board for opinions regarding two homes she considering for purchase.  The board reviewed renovation scenarios and the application process for each. 

Karen Hammond of 337 55th Street addressed the board with a question pertaining to the shutters on her house.  The board responded that the work proposed would fall under the category of routine maintenance and would not need ARB approval.

Mr. Shook asked staff to ask the City Clerk’s office to forward a copy of applications from people interested in serving on the ARB.
