Library Cards

Describes the policies and procedures to receive a library card from the Newport News Public Library System.

 The following individuals are eligible to receive a library card: 

  •   Any resident of the City of Newport News
  •   Any verifiable resident of the State of Virginia
  •   Any out-of-state resident with a verifiable local address

Cost of library cards:

  •    Paper cards are free
  •    Plastic cards are $1.00
  •    Replacement fee for lost, stolen or damaged cards $1.00
     

Library card applications are available below. Each form is a fillable PDF. You can complete the application online, but you cannot save the form. You must print the form and bring it to your local library or Bookmobile stop. The form MUST be signed at the library.

The individual applying for a card must provide proof of name and address. If name and address are verified at time of application, the patron will receive a library card.  The following sources are acceptable for proof of name and address:

  • driver's license – Primary source
  • state ID card
  • automobile registration
  • IDENT-A-KID card
  • Newport News Redevelopment & Housing Authority pictured ID’s

If the individual applying for a card can only furnish proof of name only, the individual may check out 2 items and the library will mail the card to the address provided on the application.  The following sources are acceptable as proof of name only:

  • social security card (record number)
  • military ID card
  • shipyard ID card
  • report card
  • pictured school ID’s if name is listed on ID

 

This applies to all adult registrations, including students.  Also, students without proof of name who are applying for an adult card are eligible to receive a card if one of the parent's or guardian's name is verified.

There is no minimum age for a child to receive a library card.  A parent or guardian signature is required for children under 18.  If a child is the ward of a children's home (i.e. Safehaven), then the institution must provide written documentation that states that the institution is the legal guardian for that particular child, and that the institution assumes responsibility for any and all use of the card 

Library cards can be used at any Newport News Library or Bookmobile stop.  Cards are good for one (1) year from date of registration and are made out to specific individuals, not families.  Library cards are updated annually.  Library cards are considered the property of the Newport News Public Library System and borrowing privileges may be suspended following the rules and regulations of the Newport News Public Library System.
