This is a summary of the benefits available to employees of the City of Newport News.
The City of Newport News is committed to offering its employees an excellent and comprehensive program of employee benefits. This summary briefly describes the benefits available to regular, full-time employees and addresses frequently asked questions. It does not give the full text of policies and procedures which are contained in the City Code, the Personnel Administrative Manual, contractual agreements for insurances, and other official policy statements.

Health Insurance
Health insurance is offered through Anthem Blue Cross Blue Shield KeyCare. Dependents can be covered until the end of the calendar year he/she turns age 25 as long as he/she is still considered a dependent. http://www.anthem.comDental Insurance
Dental insurance is provided through the Delta Dental Plan of Virginia. Dependents can be covered until age 19 or age 23 if a full-time student. http://www.deltadental.comVision Insurance
Vision insurance is provided through the Vision Service Plan (VSP). Dependents can be covered until age 19 or age 23 if a full-time student. Vision benefits include: eye exam every 12 months, lenses every 12 months, and frames every 24 months. All full-time employees are eligible for one free eye exam every year without signing up for VSP. Minimum Conditions for Retirement
- 25 years credited service for sworn Fire, Police, and Sheriff at any age.
- 30 years credited service at any age for all other employees.
- 5 years credited service and age 50 for sworn Fire, Police, and Sheriff members.
- 5 years credited service and age 60 for all other members.
Service Retirement
Your retirement benefits are calculated by using the formula which is based on your average final salary, a sum equal to the average of the three highest consecutive years of credited service.
Formula
- Average final salary X 2% = Benefit per year of service.
- Benefit per year of service X number of years of creditable service = Annual City benefit for life.
Retirement Portability
Newport News Employees’ Retirement Fund (NNERF) has a portability agreement with the Virginia Retirement System (VRS) and the Richmond Retirement System (RRS). Individuals must be vested in either retirement system to be eligible to port the service. New hires have 18 months from their hire date to decide whether or not to transfer the assets. After this 18-month election period, employees will lose their eligibility to participate in this program.
Post-Retirement Benefits
Post-retirement benefits offered to retirees are health, dental, vision, and life insurance. Vested employees who leave city employment before meeting the age and service requirements to receive a pension are not eligible for post-retirement benefits.
