Description
Design and construction of an interstate interchange at Bland Boulevard and I-64.  The CD (Collector/Distributor) road system at the Jefferson Avenue/I-64 Interchange would be extended westward to include this new proposed interchange so the CD roadway system would allow access to two interchanges.  The project is to provide a multi-modal interchange to serve Newport News/Williamsburg International Airport, proposed bus transit, light rail and high-speed rail stations in this vicinity.

The City envisions an "urban" type of interchange or some would call it a "single point diamond interchange."

The Interstate Justification Report (IJR) has been approved by Federal Highway Administration (FHWA) and additional funding in addition to that already provided by Congress is being sought.
