Description
In the mid 1980's the City developed a Strategic Transportation Plan and as a key element of that plan, the City identified the need for additional east/west connectors throughout the City. With development taking place in the middle of our city, City Council requested a project by the Virginia Department of Transportation to build a new four lane divided roadway between Warwick Boulevard and Jefferson Avenue. This project includes a bike path for the length of the project, a bridge over the CSX railroad and will include landscaping. A sound wall is proposed to protect the residential homes from the CSX railroad to Nettles Drive. The project will connect up the residential area west of Warwick Boulevard at the intersection of Warwick Boulevard and Maxwell Lane and Oyster Point Business Park at the intersection of Jefferson Avenue and Middle Ground Boulevard.

Status:
VDOT conducted a Field Inspection on May 24, 2001 with the first set of detailed engineering plans for the project. Two median breaks are proposed on the Jefferson Avenue side of the project and on the Warwick Boulevard side of the project. Project plans are being developed to the 30-50% level by VDOT with completion of the environmental document expected in early Summer 2009. The present plan for the project is to construct it using a Design-Build process administered by VDOT.
