In the mid 1980's the City developed a Strategic Transportation Plan and as a key element of that plan, the City identified the need for additional east/west connectors throughout the City. Middle Ground Boulevard was one of those connector so City Council requested a project by the Virginia Department of Transportation to build a new four lane divided roadway between Warwick Boulevard and Jefferson Avenue. This project includes a bike path for the length of the project, a bridge over the CSX railroad and will include landscaping. A sound wall is proposed to protect the residential homes from the CSX railroad to Nettles Drive. Two median breaks are proposed on the Jefferson Avenue side of the project and on the Warwick Boulevard side of the project. Three new traffic signals will be installed. The project will connect up the residential area west of Warwick Boulevard at the intersection of Warwick Boulevard and Maxwell Lane and Oyster Point Business Park at the intersection of Jefferson Avenue and Middle Ground Boulevard.

VDOT conducted a Public Hearing on March 17, 2010. The Commonwealth Transportation Board awarded the Design-Build contract to American Infrastructure-VA, INC of Glen Allen, VA on May 18, 2011. Notice to proceed was issued June 1, 2011. All project plans are complete, almost all right-of-way is acquired, utility and project construction is underway. As of June 24, 2014, the project work was 74% complete based on expenditures and 86% complete based on time.
