The City of Newport News Design Criteria Manual is prepared by the Department of Engineering and is adopted by the City Council.  Its purpose is to provide information about City standards to the professional designing storm water management facilities, sanitary sewers, pump stations, public buildings, streets, sidewalks, bike paths, parking lots, entrances, lighting systems, etc.  It also contains information about lead and asbestos abatement responsibilities, alerts designers to future requirements for metric measurement and highlights ideas for positioning utilities in a regionalized manner.  Addendums are issued, when appropriate, by the director of Engineering or by the City Council depending upon the substance of the individual addendum.
