Payment and Refund Policy
The City of Newport News online services collect all payments via a secure credit card transaction hosted by Elavon Corp. Virtual Merchant. Visa, MasterCard, and Discover are accepted card types. Visa and MasterCard debit cards are also accepted. The credit or debit card security code must be provided. The security code is an individual three or four digit number specific to your card that is printed on the back of your card on the signature panel.
Refund and Cancellation Policy
Refunds will only be issued for overpayments, duplicate payments and for permits issued in error. Once a Permit is issued, the transaction is considered final. Permits that are cancelled by the Permittee after issuance will not be refunded.
It will be the responsibility of the permittee to request a refund from the Permits Office Staff. The request should be emailed to engpermits@nngov.com and should include the following details:
- Requestor Name
- Requestor Phone Number
- Permit Number
- Refund Amount Requested
- Reason Refund is Requested
