Senior Engineer: Tan Young, P.E.

The Technical Services Division implements and continuously manages City capital improvement projects, to include administering and coordinating those contracted out as well as those accomplished by City forces, developing approximately 30 percent of such projects in-house.  The Division provides expeditious reviewing services for private development plans to ensure harmony with the comprehensive plan; assumes responsibility for overall infrastructure management, which entails providing engineering evaluation of private development impact on City-owned facilities; administers the bridge inspection program and reviews VDOT projects; administers the department's environmental management system, services and products in complying with current policies and rules; provides drafting and survey services for all City departments and CIP projects; performs field survey to support the preparation of project plans, property acquisition plats and responses to technical requests; and performs department payroll actions and accomplishes time & wage distribution accounting requirements.
