Question: What are the fees for site plan submission, subdivision (development plan), plats etc.
Answer:
Class 1 site plan:
The fees for the submission of Class 1 site plans are $375.00 + $130.00 per acre or part thereof. The first resubmission of the plan is without charge. Subsequent submissions of a Class 1 site plan are $250.00 for each submission. The fees for the inspection of a Class 1 plan are $125.00 + $125.00 per acre of part thereof.
Class 2 site plan:
The fees for the submission of a Class 2 site plan are $220.00. The first resubmission of the plan is without charge. Subsequent submissions of a Class 2 site plan are $100.00 for each submission. The fees for the inspection of a Class 1 plan are $35.00.
Development Plans:
The fees for submission of a preliminary development plan are $250.00 + $10.00 per lot.
The fee for resubmission of a preliminary development plan is $275.00.
The fees for the submission of a development plan are $400.00 + $30.00 per lot.
The fee for resubmission of a development plan is $275.00.
The fee for phasing an approved development plan is $100.00.
The fee for submission of a preliminary plat is $200.00 + $20.00 per lot.
The fees for recordation of a subdivision plat are determined upon completion of review.
Question: What do I need to do to connect to City sewer?
Answer: The rates for sewer connection are available at Sewer Rates.
Come to the Engineering Permits Office at 2400 Washington Avenue 8th Floor of City Hall, and pay tap fees. All residential homes are charged a connection fee and lateral installation fee. Commercial properties, please contact the Site and Subdivision Office for fee calculation at (757) 926-8611.
Question: What is a Residential Parking Permit (RPP)? What do I need to obtain a RPP?

Question: Do we take credit cards for payment for permits or plan submission?
Answer: Yes we do. The City is working on being able to accept credit card payments on line for permits in the near future.
Question: Can I submit my permit/plan electronically?
Answer: No. Permit requests may be submitted by fax. Site plans and subdivisions must be submitted to the office for review.
Question: How do I apply for a site plan review, subdivision review, land disturbance permit etc.?
Answer: All applications are online at Engineering Permits
Question: What needs to accompany a permit application?
Answer: Insurance naming the City of Newport News additionally insured, a bond and three (3) copies of traffic control plans for right of way; An approved Erosion and Sediment Control Plan, Site Plan or Agreement in Lieu of Plan, bond and responsible land disturber certificate for land disturbance permit.
Question: How can I have my bond released for land disturbance or right of way or certificate of occupancy?
Answer: In order to have a bond released, a letter or an email will need to be sent to the appropriate Site and Subdivision Office of Engineering requesting such. For Right-of-way bonds to be released, please contact the permits office at (757) 926-8611. For the release of land disturbance bonds, please contact Janice Wilson please provide the bond number, the amount of the bond and for the project it was assigned.
Question: How many copies are required for submission for site plan review, subdivision review, land disturbance permit etc.?
Answer: Please refer to the Application and Checklist for individual type of submissions Engineering Permits
