Operational Efficiency Committee
Objective:
Establish a task force of business leaders, citizens, and local government officials to compare Newport News City operations to other comparable local governments in terms of resources, personnel, and other benchmarks.
Desired Work Product:
To provide a report to City Council in a one-year time frame that compares and contrasts the major service delivery components of Newport News City government to other similarly positioned local governments in Virginia.
To suggest areas where resources are excessive or insufficient and to recommend follow-on actions which could improve City efficiency including, but not limited to, additional opportunities for shared or contracted services and performance measurement.
Make-Up:
Working Group
• Co-Chaired by a City Council member and a business leader appointed by the Mayor
• Each member of City Council selects one member
• City Council collaboratively selects a slate of seven other members
• The City Manager will be on the Committee and will appoint three additional members
• Staff support will be provided by the City Manager as necessary
Steering Committee
A Steering Committee to oversee the effort of the Working Group shall consist of the Mayor, the Co-Chairs, and the City Manager
