2010 State Legislative Priorities

City of Newport News Legislative Requests and Position statements for the 2010 General Assembly

The 2010 session of the Virginia General Assembly is scheduled to convene on January 13 for a term of sixty days.  Efforts to address the anticipated budget shortfall of $1.5 billion will most likely dominate this session. State leaders continue to advocate for balancing the budget through reductions to programs and services rather than through new revenue sources.

Revenue from the Commonwealth of Virginia is included in the City’s budget in four categories:  Recovered Costs, Non-categorical Aid, Shared Expenses, and Categorical Aid. Combined, this funding comprises 15.2 percent of the City’s FY 2010 revenue.

This year the City’s legislative requests focus on community improvement and public safety. The City acknowledges the continuing budget crisis in State government and has included no requests for new funding in this Legislative Package; however, we ask that, to the extent possible, the General Assembly refrain from further funding reductions in core services such as K-12 education and public safety.
