Neil A. Morgan
Newport News City Manager
Neil Morgan is City Manager for the City of Newport News,
Virginia. His duties include leadership and administration of the day-to-day operations of the City, which has a population of over 180,000 residents plus 3,500 businesses, and 3,600 employees. In addition to working closely with City Council and citizens, the office ensures that quality services and programs are available to meet the needs of citizens and the business community.
After beginning his local government career with the City of Roanoke, Neil has worked for the City of Newport News for 24 years. His first position with the City in 1986 was with the Department of Development as a Project Coordinator. He later attained the positions of Senior Project Coordinator, Manager of Development, and Assistant Director of the Department of Planning and Development. In September 1997, Neil was promoted to an Assistant City Manager and became Deputy City Manager in May, 2009. He was named Acting City Manager in August 2009 by City Council, and was appointed City Manager in February, 2010. Neil holds an undergraduate degree from the University of Virginia, and a Masters Degree in Public Administration from West Virginia University. He has also done post graduate work at Virginia Tech.
Neil and wife Jo Ann make their home in Newport News. They have two children—Sarah, who is in medical school at VCU/MCV; and James, who attends the College of William and Mary. Neil's interests include military history, meteorology and snow skiing.
