FINANCIAL

BUDGET • Copies of the annual City of Newport News budget are available for reference at all public libraries. Proposed budgets for the coming fiscal year are available in the Spring of each year. Due to printing costs, a limited number of budget documents are printed. Extra copies may be purchased from the City by contacting the Budget Department. The budget in condensed form is also available on the City’s website at www.nngov.com/budget-and-evaluation. The fiscal year budget runs from July 1 to June 30. For more information, visit the Department of Budget & Evaluation located on the 9th floor of City Hall or call 926-8733.

CAPITAL IMPROVEMENTS PLAN • A copy of the five-year capital improvements plan for the City of Newport News is available for review at all public libraries. Due to printing costs, a limited number of Capital Improvements Plan documents are printed. Extra copies may be purchased from the City by contacting the Budget Department. The Capital Improvements Plan in condensed form is also available on the City’s website at www.nngov.com/budget-and-evaluation. For more information, visit the Department of Budget & Evaluation located on the 9th floor of City Hall or call 926-8733.

FINANCIAL STATEMENT - CITY • The City’s Comprehensive Annual Financial Report (CAFR) is a report of the City’s financial statements, which are audited by external auditors annually. Copies of the CAFR are available for reference at all public libraries. The City’s fiscal year runs from July 1 to June 30. For more information, visit the Department of Finance located on the 7th floor of City Hall or call 926-8738.

 
FIRE

In case of a fire or medical emergency, dial 911. To reach the Fire Department Administration, call 926-8404 or visit www.nngov.com/fire. The following is a list of the fire stations and their locations:

  • Hilton (Station 3), 236 Municipal Lane

BURNING • No open burning is allowed within the City limits. For information on construction site burning, call the Fire Prevention Bureau at 247-8873.

FIRE INVESTIGATIONS • For information on fire investigations, call the Fire Department’s Fire Prevention Bureau at 247-8873.

FIRE PREVENTION & FIRE SAFETY/PUBLIC EDUCATION • For information about fire prevention related inspections, complaints, and fire and life safety education programs, call the Fire Department’s Fire Prevention Bureau at 247-8873 or Fire Public Education at 926-8404.

FIRE TRAINING • The Fire Training Bureau conducts classroom training for Newport News and other career and volunteer firefighters in the Tidewater area to aid them in staying informed about current firefighting techniques, emergency medical techniques and computer skills. For information, call 969-1800.

FIREWORKS • No fireworks are allowed to be discharged or lighted in the City of Newport News. For information, call the Fire Marshall at 247-8873.

JUVENILE FIRESETTERS • The Fire Department offers a program for families with children between the ages of 4 and 15 who play with fire or call false alarms. For more information, call 926-8404.

LEAF BURNING • No leaf burning is allowed in the City of Newport News.

SMOKE DETECTORS • Smoke detectors are required in all rental residential property in Newport News. The free smoke detector program, funded by private donations, provides smoke detectors to any homeowner who currently does not have one. For information, call the Fire Department at 926-8404.

 
GARBAGE & RECYCLING

GARBAGE • The Solid Waste Division of the Department of Public Works collects and disposes of refuse and bulk waste items on a weekly basis. Garbage carts should be placed at curbside no earlier than 3:00 p.m. the day before collection and removed by midnight the day of collection to the side or rear of the house. To ensure collection, please have carts out by 7:00 a.m. the day of your scheduled collection. Only household waste may be placed in the cart. Heavy material, such as soil, bricks and concrete may cause damage to the cart and are not acceptable for collection. For an informational brochure or to ask questions regarding pickup times and days, call the Public Works Customer Service Center at 269-2700.

BULK WASTE • Bulk waste items, such as discarded furniture, mattresses, household appliances and tree waste (no larger than 6’x6") are acceptable for curbside collection. Bulk waste should be separated from tree waste. These items are collected once a week. For information, call 269-2850.

THE CITY DOES NOT COLLECT THE FOLLOWING MATERIALS:
—contractor waste, including tree pruning, land clearing, construction demolition and remodeling operation; all contractors must haul away job waste
—glass
—automotive bodies and parts, camper shells or parts, drive trains, seats, lawn mowers with fluids, riding lawn mowers or motorcycles
—tires with rims
—hot ashes
—hazardous materials and household chemicals, rocks, dirt, sand, bricks and concrete
—tree stumps and tree limbs larger than 6' X 6"
—drums or tanks that are not cut in half or have the ends removed
—loose leaves and other small yard clippings
—bagged household garbage outside the green plastic container provided by the City
—waste from unoccupied properties
—paint and other liquids

CHRISTMAS TREE COLLECTION • Residents in single-family homes may place Christmas trees curbside for collection. Please remove tinsel, ornaments and stands. For information, call the  Public Works Customer Service Center at 269-2700.

DEBRIS ON VACANT LOTS • The Department of Codes Compliance enforces regulations that restrict the accumulation of trash and debris on private property. To request an inspection of a lot believed to be in violation of City property maintenance codes, visit the Department of Codes Compliance on the 3rd floor of City Hall, online at www.nngov.com/codes-compliance or call 926-8861.

HOLIDAY COLLECTION • Collection days following a holiday may vary depending upon the day the holiday is observed. Check online at www.nngov.com/public-works or call the Public Works Customer Service Center at 269-2700. Observed holidays for garbage collection are: New Year’s Day, Dr. Martin Luther King Jr.’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day and Christmas Day.

LANDFILL • The City contracts with a private landfill for waste disposal. Citizens can drop off residential waste for free at the Citizen Convenience Center located at 550 Atkinson Way. Proof of residency is required. For information on what items are accepted at the center, call 886-7947.

LEAF COLLECTION • The Street Maintenance Division of the Department of Public Works collects loose leaves during a three month period each year (November-January). Residents are asked to rake leaves to the edge of the road keeping roadways and drainage ditches clear. The Solid Waste Division collects leaves year round if they are placed in clear plastic bags. For information, call the Department of Public Works Customer Service Center at 269-2700.

RECYCLING • The Solid Waste Division of the Department of Public Works collects recyclables from single family households, including some townhouses and condominiums every other week on the same day as garbage collection. In select areas of the city (townhouses, condominiums, mobile homes, Kiln Creek), weekly bin service is provided. For information on your day of collection, to order a recycling bin or cart or to find out how you can become involved in the recycling program, call the Public Works Customer Service Center at 269-2700.

THE FOLLOWING ITEMS ARE COLLECTED:
—aluminum and metal food cans, empty paint and aerosol cans
—aluminum foil and foil containers, such as pie pans
—#1 and #2 plastic bottles and jars (with a neck) 
—glass bottles and jars (clear, green, and brown) 
—flattened corrugated boxes, sections no larger than 3' X 3' 
—brown paper grocery bags 
—newspapers, magazines and telephone books 
—office paper and junk mail (in brown paper bag or loose in bottom of bin/cart)
—milk and juice cartons (rinsed) 
—paperboard items‑cereal and food packaging boxes, tissue boxes, towel cylinders (no beer or soft drink packaging)
steel food cans

RECYCLING DROP OFF CENTERS

SOLID WASTE FEE • Residents of single-family households, condominiums and townhouses serviced by the City or city waste collection contracts are charged a solid waste fee to cover the cost of landfilling and recycling waste. This fee is billed on the water service account of customers whose water consumption during the billing period equals 750 gallons or more. For the current fee, call the Public Works Customer Service Center at 269-2700.

SOLID WASTE FEE RELIEF PROGRAM • This program assists Newport News residents with low annual incomes in paying their monthly solid waste fees. Eligibility and fee relief amounts are based on household size and the combined total gross income of all household members. Applications are accepted throughout the year at the Department of Human Services located at 6060 Jefferson Avenue. For information call 926-6300.

YARD WASTE •Yard waste includes brush, tree limbs in sections no larger than 6’X6” and leaves and/or grass clippings in clear plastic bags (dark bags are not to be used). Please put any yard waste that can be placed in the unused space of the green solid waste trash cart. Yard waste in the amounts greater than can fit into trash carts should be placed curbside, separate from other bulk waste. Bagged grass clippings are acceptable for collection but are limited to a maximum amount per resident. The City does not collect contractor waste. For more information, call the Public Works Customer Service Center at 269-2700.
