8. Citizen Comments on Matters Germane to the Business of City Council

W. Pelkey - Gave suggestions for generating revenue and decreasing expenses: Employee Suggestion Program and incentives for property owners to install rain barrels.

A.C. Pulliam - RETRO wants to reduce real estate taxes without cutting services; produced a tax bill and a bill for solid waste services for tree limbs that were placed at the curb.

C. Hogge - Spoke about the Deep Creek Harbor and states the watermen need the pier back because they provide fresh seafood to our community.

C.W. Powell - They are running out of public access to the water and want Deep Creek Pier back. Parking is not a problem because the watermen are gone by 12 or 1 p.m.

J. Gergely - Told City Council they should be ashamed of themselves for tearing down Deep Creek Pier.

K. Place - Thanked the City Manager for clearing up the legal fees and amount requested for the King William Reservoir. States it is fallacious to attempt to make people believe this is what the Peninsula needs because of climate change.

9. New Business and Councilmember Comments

    Frank - Made a Motion to modify the holiday schedule for City employees to extend Friday, December 26th, as a paid holiday for full time employees. The motion was approved.

    McMillan - Thanked Cub Scout Pack 6 for attending the City Council meeting, also thanked the staff of the Voter Registrar's Office, and precinct volunteers for their work during the election.

    Scott - Thanked China delegation and Ms. McMillan for hosting the North District Town Meeting. The next meeting would be November 24, 2008 at the American Legion Post 24. The Police Department would be in attendance.

    Vick - Thanked City employees who worked on Framework for the Future and Chair Ashe. Thanked Reverend Miles and the workers from the Friendship House. She also mentioned her town meeting at Heritage High School on November 13, 2008 at 6 p.m.

    Whitaker - Thanked citizens and staff for work on the Framework for the Future.

    Woodbury - Apologized for missing the last Council meeting; she sent in a memo on the Deep Creek pier and she felt that although the City is not legally responsible, the City should be morally obligated. She shared that she presented a proclamation from the City of Newport News to the Virginia Genealogical Society on November 1, extended best wishes for an informative and successful conference. She and Vice Mayor Whitaker serve on Hampton Roads Transit District and she has learned so much.  She will be sharing some of the things that will save money in the way of transportation. Thanked citizens who came to speak.

    Bateman - Reiterated thanks to the voter registrar and her staff; thanked citizens who worked on the Framework for the Future; and encouraged everyone to use the Newport News- Williamsburg Airport.

Meeting Times: The Newport News City Council regularly meets at 7:00 p.m. on the second and fourth Tuesdays of each month to take official action on matters brought before it. Council meetings are held in the City Council Chambers located behind City Hall at 2400 Washington Avenue, unless otherwise noted.

Work Sessions for City Council are held on the second and fourth Tuesdays of each month prior to the regular City Council meeting in the City Council Conference Room on the 10th floor of City Hall at 2400 Washington Avenue, unless otherwise noted.
