J. Procyson - Concerned that the City Manager has publicly indicated that the real estate tax rate cannot be reduced next fiscal year. Advocated expenditure reduction by the school system, as well as the City. Schools should not be exempt from reductions.
L. Irby - Inquired about the official number of members of the HRTA. Inquired about the out-sourcing or contracting out of the red light camera project, and questioned the financial impact.
D. Irby - Expressed concern about excessive City expenses and advocated budget reductions.
C. Hogge - Expressed condolences to Councilman Bateman's family. Relayed background information on the Menchville Marina project designated for support of Watermen. Inquired about the date of completion for the demolition of Deep Creek pier.
C. W. Powell - Concerned that the Deep Creek Pier will not be replaced as a full operating pier.

Frank - Moved to adopt a resolution requesting the General Assembly to fund a new educational facility for Eastern Virginia Medical School - seconded and approved. Expressed condolences to the Bateman family.
Haskins - Expressed concern about red light running; requested a statistical report on the City's efforts to deal with the problem.
McMillan - Moved to approve a resolution of recognition for Neal B. Thompson - seconded and approved.
Scott - Expressed condolences to the Bateman family.
Allen - Expressed condolences to the Bateman family.
