7. Citizen Comments on Matters Germane to the Business of City Council

J. DeMaria
- Claimed that his remarks from the last City Council meeting were not included in the meeting minutes, and that there were misrepresentations of facts by others.
- Provided details of the historical aspects of the Deep Creek Pier ownership and responsibilities.
- Encouraged the City to build a replacement pier.

S. Melzer
- Provided additional background information on the Deep Creek Pier. Spoke against privatization of a replacement pier.
- Expressed concern about the appearance of a conflict of interest by a member of City Council regarding the pier issue. Claimed that James River marina had a biased, self-interest in the issue.

J. Atkinson
- Claimed that a prior agreement between the City and the Corps of Engineers obligated the City to maintain the Deep Creek Pier and provided documentation
- Claimed that the Menchville bulkhead was never repaired and mantained either.

W. Pelkey
- Inquired about the status of a project to replace the Deep Creek Pier in the City's proposed CIP

W. Phillips
- Encouraged the City to keep the Deep Creek Pier siting heritage and historical nature of the pier.

R. Jones
- Advocated keeping the Deep Creek Pier

C. Hogge
- Spoke of the safety of Deep Creek Harbor to fishing interests and citizen boaters; advocated keeping Deep Creek Pier.


8. New Business and Councilmember Comments

City Manager

City Attorney - Cited State Law regarding conflicts of interest by elected officials in response to an accusation by a previous speaker that a Councilmember had such a conflict with regards to the Deep Creek Pier issue.

City Clerk

Frank - Responded to previous speaker who made an accusation that he had a conflict of interest with regard to the Deep Creek Pier issue. Wished a Happy Thanksgiving to all and encouraged the public to help those persons less fortunate. Suggested an expansion of the employee holiday schedule to grant 1/2 extra day on December 24 and 1 full day on December 31 - moved and approved.

Haskins - Complimented VDOT on its coordination of the Warwick Boulevard project.

McMillan - Wished Mayor Frank a Happy Birthday. Advised the public of the Atkinson Way deisgn hearing by VDOT scheduled for November 15 at Mary Passage Middle School. Wished all a Happy Thanksgiving.

Scott - Advised that the next North District Town Hall meeting is scheduled for November 26. Wished a speedy recovery to a constituent. Wished a Happy Thanksgiving to all.

Whitaker

Allen - Wished Mayor Frank a Happy Birthday. Wished a Happy Thanksgiving to all.

Bateman - Complimented VDOT on its coordination of the Warwick Boulevard project. Wished all a Happy Thanksgiving.

Meeting Times: The Newport News City Council regularly meets at 7:00 p.m. on the second and fourth Tuesdays of each month to take official action on matters brought before it. Council meetings are held in the City Council Chambers located behind City Hall at 2400 Washington Avenue, unless otherwise noted.

Work Sessions for City Council are held on the second and fourth Tuesdays of each month prior to the regular City Council meeting in the City Council Conference Room on the 10th floor of City Hall at 2400 Washington Avenue, unless otherwise noted.
