NEWPORT NEWS CITY COUNCIL – February 27, 2007

 

Item 8.            Citizen Comments on Matters Germane to the Business of City Council

 

M. Harris - Spoke on behalf of the Coalition for Justice regarding the police shooting of R. Harper. Advised of the uncooperativeness of the police chief on this matter, and suggested that African-Americans needed inclusion in the investigation of this incident, as well as better representation in the Police Department ranks.

 

R. Hatchett - Seeking “justice for the injustice” with regard to the police shooting of R. Harper. Claimed racial profiling of black men by the Police Department.

 

S. Brown - Expressed community concern about the police shooting of R. Harper. Requested a separate and independent investigation.

 

R. Lanford -Spoke as President of Coalition for Justice. Expressed need for direct involvement in the police shooting of R. Harper.

 

J. Hill - Expressed concern about the continuance of police shooting of black citizens in the Hampton Roads area. Suggested independent citizens involved investigations. Noted that there are bad police officers that need to be terminated.

 

K. Winns - Suggested community unity, and the need for checks and balances with regard to police shooting. Complimented City officers on the good things that are being done in the City, particularly with regard to youth programs.

 

Item 9. News Business and Councilmember Comments

 

Hildebrandt - Read his statement regarding the investigations of the R. Harper shooting.

 
Washington - Expressed condolences to the Bea Berry family.
 

Bateman - Expressed condolences to the Herb Kelly family.

 

Frank - Commented on the police shooting of R. Harper. Expressed condolences to the Bishop Samuel Green, Bea Berry, and Herb Kelly families.

                                   

Haskins - Commented on the police shooting of R. Harper. Expressed condolence to the Herb Kelly and Bea Berry families. Moved to adopt a resolution to approve the extension of an

invitation to Greifswald, Germany to enter into a Sister City relationship – seconded and approved.
 

McMillan - Expressed condolences to the Harper, Kelly, and other families of recently deceased members.

 

Scott - Expressed condolences to the families previously mentioned by her colleagues. Commented on the community feelings regarding the R. Harper shooting. Referred to a recent article about ethics and conduct of public officials. Encouraged the community to have patience during the investigations of the R. Harper shooting. Expressed birthday greetings to Jane Susan Frank.

 

Whitaker - Reported personal abuse by the City’s Police Department in his younger years. Suggested that the community have patience during the investigation of R. Harper shooting death, and expressed his trust that the current police chief will be fair in dealing with this situation. Suggested that there are some bad people in the Police Department and that they need to be gotten rid of.

 

Allen - Moved to approve a resolution supporting Full Gospel Church of Deliverance’s application for acquisition of its property by the federal government – seconded and approved. Expressed condolences to the Kelly, Green, Berry and Harper families. Suggested the uniqueness of the circumstances of the R. Harper shooting. Commented on the disproportionate amount of shootings of black persons in this community. Expressed his confidence that this City will do the right thing regarding the R. Harper shooting. Expressed the need for people to feel safe in their community. Offered an addendum to the City Attorney’s contract to provide a salary increase based on today’s performance evaluation by City Council – moved and approved.
