 10. Citizen Comments on Matters Germane to the Business of City Council –

 

 A. Peeples - Outlined the professional credentials of John Welsey Hill who is the lead investigator for the “Coalition for Justice.”

 

R. Langford - Commented on the number of shots fired by police officers at Robert Harper. Suggested hate crime

or premeditated murder. Suggested that police re-arranged murder scene by moving Harper’s body, he also suggested misinformation by the Chief of Police.

 

M. Harris - Presented “Administrative Status Report” as part of the findings of Coalition for Justice regarding the Robert Harper shooting.

 

T. Stall - Spoke in favor of a voter referendum on the proposal for the establishment of the Hampton Roads Transportation Authority. - Extended invitation to attend a public meeting tomorrow night for the RETRO Group.

 

M. Rainey - Spoke in favor of restricting the authority of government to take private property via eminent domain for private development.

 

P. Lynch  - Commented in general on the faith of the community.

 

*11. New Business and Councilmember Comments

 

City Manager - Presented a resolution to execute settlement agreement with Mattaponi Indian Tribe regarding the pending state court litigation on the King William Reservoir Project permit.

 

Scott - Announced next North District Town Hall meeting on April 23.

 

Allen - Moved to approve a resolution approving the powers regarding the Hampton Roads Transportation Authority – second and approved 5-2.

 

Frank - Read a joint statement by Chief Custalow and the Mayor of City of Newport News regarding the agreed upon settlement agreement concerning the pending state court litigation on the King William Reservoir Project permit.

 

Haskins - Commented on remarks made by previous speaker Rainey on eminent domain powers.

Meeting Times: The Newport News City Council regularly meets at 7:00 p.m. on the second and fourth Tuesdays of each month to take official action on matters brought before it. Council meetings are held in the City Council Chambers located behind City Hall at 2400 Washington Avenue, unless otherwise noted.

Work Sessions for City Council are held on the second and fourth Tuesdays of each month prior to the regular City Council meeting in the City Council Conference Room on the 10th floor of City Hall at 2400 Washington Avenue, unless otherwise noted.
