Minutes of the June 12, 2007 Special Meeting of City Council

After ascertaining that proper meeting notice had been provided to each member of City Council, Mayor Frank called the meeting to order and stated the meeting was being held for the following purposes:
(1) To hold a closed meeting pursuant to Section 2.2-3711(A) of the Code of Virginia, 1950, as amended, subsections: (1) a discussion or consideration of appointments to boards and commissions; and (7) consultation with legal counsel and briefings by staff members pertaining to probable litigation where such consultation or briefing in open meeting would adversely affect the negotiating posture of the public body.
Councilwoman Scott moved for a closed meeting under sections and reasons cited above; seconded by Councilman Whitaker.

Ayes: Frank, Haskins, McMillan, Scott, Whitaker, Allen
Nays: None
City Council engaged in discussion to make appointments to fill vacancies on the following boards:
1) Board of Appeals – One Vacancy (Architect). City Council deferred this appointment for lack of a Board Bank Application for the recommended candidate.
2) Cable Television Advisory Commission – One Vacancy (General Public Representative) – City Council was asked to defer the appointment until the Commission met to discuss possible candidates.
3) Commission on Youth – Fifteen Vacancies (3-Agency/Organization Representatives; 4-Adult Members; 8-Youth Representatives). City Council was asked to defer 1-Youth Representative for the Mayor’s Youth Commission.
4) Downing-Gross Cultural ArtsCenter Board – Three Vacancies (General Public Representatives).
5) Hampton-Newport News Community Services Board – Three Vacancies (General Public Representative).
6) Newport News Arts Commission – Three Vacancies (2-Youth Representatives; 1-General Public Representatives).
7) Newport News Human Rights Commission – Six Vacancies (4-General Public Representatives; 2-Youth Representatives).
8) Newport News Mayor’s Committee on Disabilities – Seven Vacancies (2-Provider Representatives; 5-Consumer Representatives). One vacancy was deferred.
9) Newport News Public Libraries Board of Trustees – Three Vacancies (1-General Public Representative; 2-Youth Representatives). City Council deferred all three vacancies.
10) Newport News Wetlands Board – One Vacancy.
11) NewsomeHouseMuseum & Cultural Center Foundation, Inc. Board of Directors – Four Vacancies (4-General Public Representatives). City Council was asked to defer the appointment until the Commission met to discuss possible candidates.
12) North End/Huntington Heights Architectural Review Board – One Vacancy (Resident/Owner of Real Estate in NE/HH). City Council was asked to defer the appointment until the Commission met to discuss possible candidates.
13) Social Services Advisory Board – Five Vacancies (5-General Public Representatives).
Mayor Frank advised that potential candidates were subject to a background check conducted by the Newport News Police Department. Following a favorable check, Council would finalize and ratify the appointments.
Vice Mayor Allen moved to refer the proposed candidates to the Police Department for background checks; seconded by Councilman Whitaker.

Nays: None
After reconvening in open session, Councilman Haskins moved to certify that to the best of each member’s knowledge (1) only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and (2) only such public business matters as were identified in the motion by which the closed meeting was convened were heard, discussed or considered in the closed meeting by the Council. Motion seconded by Vice Mayor Allen.
