PRESENT: William F. Haskins; Madeline McMillan; Sharon P. Scott; Joseph C. Whitaker; Charles C. Allen; Herbert H. Bateman, Jr.; and Joe S. Frank------------------------7

OTHERS PRESENT: Randy W. Hildebrandt and Mabel V. Washington

After ascertaining that proper meeting notice had been provided to each member of City Council, Mayor Frank called the meeting to order and stated the meeting was being held for the following purpose:

(1) To call a closed meeting pursuant to Section 2.2-3711(A) of the Code of Virginia, 1950, as amended, subsections: (1) a discussion or consideration of the evaluations of the performance of the City Clerk and the City Manager.

Councilman Haskins moved for a closed meeting under section and reasons cited above; seconded by Councilwoman Scott.

Vote on Roll Call:

Ayes: Haskins, McMillan, Scott, Whitaker, Bateman, Frank

Absent During Vote:   Allen

After reconvening in open session, Vice Mayor Allen moved to certify that to the best of each member’s knowledge (1) only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and (2) only such public business matters as were identified in the motion by which the closed meeting was convened were heard, discussed or considered in the closed meeting by the Council. Motion seconded by Councilwoman Scott.
