Targeted Outreach
A central Referral agency for youth that display negative or delinguent behaviors.
When young people experience low self-esteem, lack positive role models in their lives, do poorly in school, witness violence and associate with peers who use drugs they can be at risk for becoming involved with delinquent or gang behavior themselves.
The Targeted Outreach Program (TOP), established under the Keeping Our Kids Safe Violence Prevention Network, is an interest and needs-based prevention program designed to connect young people with services and programs that will support positive behavior, increase self-esteem and build skills. Any adult can refer youth to TOP or receive additional information by contacting the Hotline at 757-926-6000.
TOP includes a network of more than 30 organizations and community programs working through a Centralized Referral Agency. The Centralized Referral process connects young people with organizations that will provide ongoing support services such as counseling, positive role models, mentors, health and life skills, leadership skills, sports, fitness, and recreation. The Targeted Outreach Program gives young people the opportunity to participate in positive, safe, constructive activities focused on developing their talents and abilities. The purpose of the Program is to refocus the young person in a positive direction by building on their strengths and connecting them to a positive support system.
