Quarterly Financial Reports
Quarterly Financial Reports provided to City Council
Under the Charter for the City of Newport News, the City Manager is required to provide financial information to the City Council. Specifically, the City Manager is required to:
"Prepare and submit to council quarterly statements of all revenues, expenditures and encumbrances of funds in sufficient detail to show the exact financial condition of the city; [city] council may by ordinance prescribe [direct at its discretion] more frequent financial reporting;"
The City Manager fulfills this duty by providing the City Council Quarterly Financial Reports. These reports, as developed by the Department of Budget and Evaluation, show (at four distinct quarterly periods of time during each fiscal year) the performance of the City’s estimated revenues and operating expenses, the comparison between the two, and a projected year-end balance of operations. Included in the Quarterly Financial Reports is a description of potential events and issues that may have a positive or negative impact on the finances of the City.
The City operates on a July 1st to June 30th fiscal year. The Quarterly Financial Reports are provided by the City Manager to City Council, in a timely manner, after the quarters of:
First Quarter – July 1st to September 30th
Second Quarter – October 1st to December 31st
Third Quarter – January 1st to March 31st
Fourth Quarter – April 1st to June 30th
